Very rich!!

 1 cup Butter, softened
 2 cups Brown sugar
 2 Eggs
 2 ½ cups Flour
 ½ tsp Salt
 1 tsp Baking powder
 2 tsp Vanilla
 2 ¾ cups Oats
 12 oz Chocolate chips
 1 14 oz. can Eagle Brand evaporated milk
 3 tbsp Butter
 ½ tsp Salt
 2 tsp Vanilla

Layer 1
Cream butter and brown sugar. Beat in eggs.
Stir flour, salt, baking powder, and vanilla into creamed mixture.
Mix in oats. Press 2/3 of mixture in a 9x13 pan.

Layer 2
Heat chocolate chips, Eagle Brand Milk, and butter, stirring constantly Add vanilla. Cool slightly. Spread on crust. .

Layer 3
Drop by spoonfuls, the remaining 1/3 of mixture on top of the fudge layer. Swirl slightly. It will be sort of crumbly. (Don’t make it smooth). Bake 25-30 minutes at 350 degrees until just starting to brown. Cool completely.
