Thick, rich hot fudge sauce to serve over ice cream or deserts.

Use a pot that will fit all of these ingredients easily. Melt the chocolate chips and butter, add powdered sugar and stir. Sugar will start to melt into mixture and decrease in size. Add the evaporated milk. Bring to a boil and let simmer 10 minutes to thicken. Let cool. Pour over over ice cream.
